PROBLEM
STATEMENT: Getting health care services is often difficult
for many people in
Wilmington. Some do not have a family doctor or dentist. Those without
health insurance may use the hospital emergency rooms for primary
health care. Some may feel uncomfortable being seen by a health
professional who is not racially similar, or who may not take into
consideration the cultural aspects of a person’s medical care. Those
who could use available assistance programs may be unfamiliar with
these services.
GOAL: Improve access to primary care, emergency services,
dental services, and preventive services in Wilmington through education
and referral.

WHERE WE WANT TO GO:
By 2010, incrase the
percentage of African Americans and Hispanics in health professions
(primary care physicians, nurses, dentists and dental hygienists)
to 17.3% and 4% respectively.
By 2010, decrease inappropriate
use of emergency room for basic primary care needs.
By 2004, continually
monitor and update City of Wilmington Community Organization
Directory and other city information and materials to include
community-based primary health care. Incorporate map
of health care agencies and facilities in Wilmington. Reproduce information on city's website as resources permit. |
HOW CAN WE GET THERE:
Business
Encourage link with health care providers and facilities
to make health information available to employees.
Community
Educate consumers of their human rights to appropriate
health care. Teach them how to advocate for these basic rights.
Health Care
Offer and promote affordable health insurance coverage,
assure accessible and culturally competent systems of care,
and mentor minority students to enter health careers.
Education
Increase scholarship programs for minority students.
Government
Encourage continuation and expansion of Community Healthcare
Access Program (CHAP) and maintain enrollment in Delaware
Healthy Children Program (DHCP).
