HW2010 Health Initiatives: HIV / AIDS

PROBLEM STATEMENT:  The city of Wilmington represents an estimated 40% of the number of diagnosed cases of AIDS in the state of Delaware.  Yet many more residents are HIV+ and don't know it.  The majority of these cases are the result of injecting drugs.  HIV is directly acquired by injecting drug users who pass it on to their sexual partners.

GOAL:  By 2010, decrease the rate of HIV infection in Wilmington by 20% (based on the new Division of Public Health HIV Surveillance Report).

WHERE WE WANT TO GO:

Implement an evidence-based medial campaign to promote awareness of HIV/AIDS risk.

Increase the proportion of schools that implement a culturally competent, effective, age-appropriate curriculum promoting responsible sexual behavior.

Increase the percentage of condom use by sexually active adults 18 years or older.

HOW CAN WE GET THERE:

Business
Develop and implement a policy that protects HIV+ people from discrimination.

Community
Reach out to special populations through non-traditional channels, including faith communities, and social and cultural organizations.

Health Care
Maintain and enhance confidential/anonymous voluntary HIV testing and counseling services.

Education
Implement effective disease awareness and sexual health education in coordinated school health programs.

Government
Build upon existing data to better understand on a continual basis where Wilmington's greatest areas of need are by geography and provider specialty.
